Jokowi is Inaugurated, Japek Layang Toll is Free Until the End of the Year
Jakarta - President Joko Widodo (Jokowi) finally inaugurated the Jakarta-Cikampek II (Elevated) toll road or the 36.4 kilometer (km) Japek Layang toll road, Thursday (12/12/2019).

On this occasion, Jokowi was accompanied by Minister of Public Works and Public Housing (PUPR) Basuki Hadimuljono, Minister of Tourism and Creative Economy Wishnutama, West Java Governor Ridwan Kamil, Director General of Highways Sugiyartanto, President Director of Jasa Marga Desi Arryani, and Head of Road Regulatory Agency Danang Parikesit Toll (BPJT).

"By saying bismillahirrahmanirrahim, I inaugurated the Jakarta-Cikampek or Japek Layang II toll road this afternoon," Jokowi said at 38 km of the Japek Layang toll road, Thursday (12/12/2019).

Jokowi ensures that the operation of the Japek Layang toll road is free until the new year. Jokowi claimed the decision was free after asking BPJT in this case PT Jasa Marga (Persero).

"Thank God, the Jakarta-Cikampek elevated toll road has been completed and this I have asked the owner to be made free until the new year," said Jokowi.

To note, this toll road is right above the existing Jakarta-Cikampek (Japek) toll road. Spanning from Cikunir to West Karawang (Sta 9 + 500 to Sta 47 + 500).

Stretching 36 km, this toll road is the longest expressway with the longest elevated structure in Indonesia.

Later when this toll road can be crossed, road users from Jakarta can pass through the Inner City Toll Road, Wiyoto Wiyono Toll Road, JORR Toll Road and Jagorawi Toll Road. Then, you can continue the journey via Japek II toll road to get to Bandung, Central Java and East Java.

For the reverse direction, road users from East Java, Central Java and Bandung can use the Trans Java Toll Road and Cipularang Toll Road, continuing through the Japek II toll road towards Jakarta.

The toll rates are not clear yet?
Director General of Highways Sugiyartanto said that the toll highway tariffs are still being calculated. Considering it wants to see the extent of the vehicles that cross the overpass toll road during the trial.

"Still calculated (the rate), we are still discussing because there needs to be a model that passes over what percentage of the stimulation," he said at the inauguration location, West Java, Thursday (12/12/2019).

Previously it was known, the elevated toll tariff itself would be equated with the existing Japek toll tariff below. But the lower toll rates are first raised, aka looking for the midpoint formula, how much is the existing Japek toll tariff to be raised.

The current toll road toll tariffs, citing 2016 PPJT data, are set at Rp 1,250 / km. If multiplied by the total length of the toll road 36.37 km, the total fare is around Rp. 45,460.

While the existing Jakarta-Cikampek toll road rates start from Rp 1,500 to Rp 15,000. If divided by the total length which reaches 72 km, the toll tariff is only around Rp 210 / km.

Sugiyartanto explained, the enactment of the tariff would be determined after the trial period was over. It also wants to ask for responses from the public as toll users on the right tariff.

So what if an emergency occurs?

First, the Japek Layang toll road has eight u-turns or vehicle turning points if it is needed for emergencies.

"There are eight points, if divided by an average of each distance of 4.5 km, there is a u-turn for vehicles to be able to turn around in an emergency," said Director General of Highways Sugiyartanto at the inauguration location, West Java, Thursday (12 / 12/2019).

Second, emergency stairs have been prepared for access to people whose exact location is at each u-turn location. Emergency stairs are on two sides of each elevated toll lane. But during the Christmas and New Year holidays, only two emergency stairs can be used.

Third, Head of the Toll Road Regulatory Agency (BPJT) Danang Parikesit said an emergency parking bay location would be prepared. The location is on two elevated toll lanes.

To the east (Jakarta-Karawang), emergency parking locations are at km 20 and km 41. While to the west (Karawang-Jakarta), the location is at km 39 and km 22. However, this emergency parking bay can only be used in February 2020

While running the operation, various preparations were considered including the evacuation process in the event of an accident. Considering the Japek Layang toll is above the altitude and stretches 36.4 kilometers (km) without exit access.

Director General of Land Transportation, Budi Setiyadi, said that his office would cooperate with the Traffic Corps (Kakorlantas) to create an evacuation scheme in the event of an accident.

Budi explained, his party had proposed to Jasa Marga that a helicopter padding be provided. Later, the helicopter will evacuate the accident victims if required.

 

"In the past, I had proposed to Jasa Marga of the Indonesian Toll Road Association that if possible the consortium would make helipads prepared by helicopters so that if there were accidents in the midst of difficult then the helicopters would then evacuate," he said. But for his own time is not yet known when the helipad will be made. Budi said, until now it was still under discussion. "It's been discussed if I'm not mistaken. Mrs. Desi (President Director of Jasa Marga) also discussed it with others," he said. In the meantime, there will be traffic engineering if an accident occurs, one of which is a contraflow system. "We will also examine if an accident occurs, we will make a contraflow," he said
